St Helens Labour has confirmed its candidates for Newton-le-Willows West in the local elections taking place on 7 May 2026, with Cllr David Banks seeking re-election alongside new candidates Peter Blood and Scott Smulders.
The announcement forms part of Labour’s borough-wide campaign as it prepares for the upcoming elections.
Cllr Banks brings more than two decades of experience, having served as a councillor for 22 years and working tirelessly on behalf of residents throughout that time. He currently serves as Chair of Licensing for the authority and sits on the Children and Young Persons Scrutiny Committee.
Over the past four years, he has played a key role—alongside the Labour-led council—in securing significant investment for the area. This includes more than £32 million for the regeneration of the Town Hall and Market Square, as well as a further £20 million for projects in Newton-le-Willows to be determined by a newly formed Neighbourhood Committee. Campaigning efforts have also helped secure funding to improve accessibility at Earlestown station. He has also served as a governor at Wargrave Primary School for 24 Years
He is joined by Peter Blood, a lifelong Earlestown resident and owner of the internationally recognised SKK Judo Club, which he has run since 1988. The club has supported generations of young people in the area, offering opportunities for children of all ages to take part in martial arts and develop confidence and discipline.
Scott Smulders, also a local resident, completes the team. A Financial Manager by profession, he also runs the Wellington Pub in Earlestown where he grew up. He is married with a young daughter and is actively involved in the community as Chairman of the Earlestown Pool League.
Council Leader Anthony Burns welcomed the candidates, highlighting both experience and strong local connections.

“Peter and Scott both have deep roots in the community and bring fresh energy and commitment. Together, this is a strong team that understands the area and is ready to keep delivering for residents.”
The candidates were confirmed following Labour’s campaign launch event attended by members, councillors, MPs and regional leaders, marking the start of the party’s campaign ahead of May’s elections.
Cllr David Banks said:
“It’s been a privilege to serve the people of Newton-le-Willows West for the past 22 years. I’m proud of what we’ve achieved, particularly the investment we’ve secured for the town, and I’m looking forward to continuing that work.”
Peter Blood said:
“I’ve lived in Earlestown all my life and I’m passionate about our community. Through my work with the judo club, I’ve seen the potential in our young people, and I want to help build an even stronger future for our town.”
Scott Smulders said:
“This is my home and I care deeply about the area. I want to see Earlestown and Newton-le-Willows continue to flourish, and I’m committed to working with residents to make that happen.”
St Helens Labour says it will continue announcing candidates for other wards across the borough as the campaign gathers pace ahead of the May elections.
